GEAR UP is appropriated $298.3 million for FY 2004 – a
1.7 percent increase or $5.2 million above FY 2003!
The Gaining Early Awareness and Readiness for
Undergraduate Programs (GEAR UP) was
appropriated $298.3 million for FY 2004 – a 1.7 percent increase
or $5.2 million above FY 2003! This increase is part of the
“Consolidated Appropriations Act, 2004" which was passed by the
Senate on the afternoon of January 22 (H.R. 2673). Also in the
Conference Report accompanying the FY 04 Omnibus Appropriations bill was
language that: 1) directs the Department of Education to fund the 6th
year for 1999 grantees; and 2) requires the Department to award GEAR UP
grants on an annual basis rather than "front-loading" existing grants
(i.e. the Dept.’s discretion to select and fully fund programs
through the 5 years rather than opening up new competitions with the
left over resources).
