NCCEP/GEAR UP Resource Guide and Effective Advocacy
Toolkit

We have designed this toolkit to help you identify your members of
Congress, especially those that are appropriators, so that you, your
GEAR UP students, GEAR UP parents, and partners can share with your MOCs
the importance that GEAR UP plays in your community.
As you prepare your campaign to educate your MOCs, it is important that
your community is an informed community. This is not just an
“education” issue, but has a dramatic impact on the
communities that we serve and the future health of our nation. Let your
key stakeholder groups (community leaders, teachers, administrators,
parents, students and business partners) know how the proposed budget
will impact your students and families, and urge them to become involved
in voicing their support for the GEAR UP program.
The various resources which we have made available through this toolkit
will help you to implement an effective campaign. Use the enclosed
calendar to help plan out your campaign schedule and use the letter
templates to develop and implement a letter writing campaign. More
importantly, ask your key partnership advocates to place telephone calls
and send letters to the MOCs or their education and legislative
assistant. Remember, know your limits: do not ask for a specific dollar
amount, but rather, educate them on the impact that GEAR UP is having
and ask that it remain one of their “legislative
priorities.”
Don’t forget to use GEAR UP Day as a means of getting your MOCs to
visit your GEAR UP site and see first hand the positive impact that GEAR
UP is having in the community. Also, highlight any upcoming GEAR UP
events and make sure to also invite your MOCs to these events. Make sure
to involve the media at these events and be prepared to disseminate
information on the impact and value of GEAR UP to your community. Thank
