NCCEP’s Legislative Goals for GEAR UP:
- Ensure that GEAR UP remains a national priority, worthy of a
significant funding increase from Congress in FY 2009.
- Ensure that the needs and priorities of GEAR UP leaders and
practitioners are addressed through the reauthorization of the Higher
Education Act.

How You Can Get Involved in this National Grassroots Advocacy
Effort:
- Contact Your Congressional Representatives
Share information with your elected representatives on how GEAR UP is
transforming the lives of students and parents in your community.
While U.S. Department of Education regulations restrict the direct
lobbying efforts of grantees (see Section 82 of EDGAR),
you can and should educate Congress as to how GEAR UP serves the
students and families in your district. Consult with your
colleagues and partners and craft messages that provide evidence that
your GEAR UP program works. Write, call and meet with Congressional
staff early and often.

- Mobilize Your Supporters
It is essential that Congress hears from everyone benefit from GEAR UP:
your school/higher education administrators, teachers and counselors,
business/community partners, Governors and state leaders, students, and
most importantly, parents! Be sure to take time to educate
your partners on how the President’s proposed budget would impact
your students and community. Encourage them to voice their support
for GEAR UP to their Congressional Representatives.
- Broaden Your Base of Support
Not everyone in your community may know what the GEAR UP program is
about, why it exists, and what it has accomplished in your
schools. Use this opportunity to engage the general community and
local leadership in a dialogue about the valuable solutions that GEAR UP
provides for underserved students. Empower students and parents to
speak out on behalf of GEAR UP. Contact your media outlets and
share the GEAR UP story.

Members of Congress (MOCs) on what their GEAR UP program is about, why
it exists, and what it has accomplished in their schools. You are
