Higher Education Opportunity Act
NCCEP was pleased with the August 2008 passage of the Higher
Education Opportunity Act (HEOA), a reauthorization of the Higher
Education Act (HEA). The amendments to GEAR UP reflect the overwhelming
majority of NCCEP priorities and the suggestions of past and present
grantees. A few changes to GEAR UP within the HEOA include:
- The option of a 7th grant year to serve students through the first
year of postsecondary education
- Greater flexibility to offer and manage GEAR UP scholarships
- Clarification on GEAR UP match issues
- Clearer definitions of mandatory versus permissible activities
- Clarifications that make collaboration with state GEAR UP grants
more efficient and productive
