In 1999 Dr. Hector Garza founded the National
Council for Community and Education Partnerships (NCCEP) in Washington,
D.C. NCCEP provides technical assistance and advocacy support to
GEAR UP, a college access initiative directed and managed by the U.S.
Department of Education. Dr. Garza was highly successful in creating a
sustainable organization in the U.S. and in providing leadership and
support to the national college access, student readiness and GEAR UP
movement in the United States.
In 2005 Dr. Garza requested to begin to internationalize the successful
aspects of the GEAR UP model in other nations. The NCCEP Board supported
Dr. Garza to begin the international work in Mexico and to expand the
work in other countries over time. His vast experience in creating
public/private partnerships in the U.S. helped to expedite the creation
of Alianzas Educativas, NCCEP-Mexico A.C. This new Mexican non-profit
organization recently celebrated its 5th year anniversary and
continues to thrive as an intermediary organization serving schools,
communities, governments, corporations, foundations and others.
Dr. Garza provided tireless effort and extraordinary leadership in
founding both NCCEP USA and Alianzas Educativas, NCCEP Mexico A.C. His
work in both countries has served and will continue to impact thousands
of low-income youth and their families. Dr. Garza has departed NCCEP USA
to be able to devote his efforts full-time to directing Alianzas
Educativas in Mexico.
The NCCEP Board of Directors and U.S. staff express appreciation to Dr.
Garza and extend congratulations and well wishes in this new stage of
his professional life. The Board also recognizes and honors Dr.
